Belinda has had an extensive career as an executive in the areas of investigations, human resources, governance, change and risk. She has successfully delivered services in complex matrix reporting structures and fast-paced environments. She has the ability to proactively and pragmatically address people and culture issues in the context of business strategy.

Her public sector experience in People and Culture management includes holding the role of Chief People Officer for the NSW Department of Customer Services 2018- 2021 and General Manager – People and Culture at SAS Trustee Corporation 2012 – 2015. In these roles she was responsible for people related strategic and operational activities including workplace investigations, work health and safety, people strategy, people policy, employee & industrial relations, remuneration, talent management, learning and development, organisation development and oversight of contractors.

From 2021 to 2024 she was Executive Director – Governance, Risk & Assurance at the NSW Department of Customer Service where she was responsible for executive management of investigations, enterprise risk, compliance, policy, complaint handling framework, business continuity, fraud and corruption prevention, information management and ARC secretariat. She had executive responsibility for the investigations framework, policy and resolution framework, risk and compliance framework and policy, assurance and control assessment including conflict of interest, gifts and benefits, secondary employment, policy setting, business continuity and crisis management framework.

She also has corporate experience at a senior level including conducting workplace investigations and issues resolution, Equal Employment Opportunity policy, learning and development, leadership and coaching programs for Macquarie Bank (2002 – 2013) where she held positions including Global EEO Director and Global HR Associate Director.
